Curt Havard

Curt Havard is an information technology and cybersecurity professional with the RAND Corporation’s Information Systems group. Acting as interim CIO/CTO, he offers leadership and guidance to the Information Services department while developing the framework for a transition to next generation technical and business operations support. His areas of responsibility include Infrastructure Operations, Applications Delivery, Information Security, Knowledge Management, and the Program Management Office.
Curt is recognized as an expert in secure information platform engineering and operations with emphasis on the development of secure multi-level converged infrastructure environments. His background includes developing and managing Cyber Security Governance across multiple technical platforms that enables an enterprise-wide strategic cyber defensive focus. Familiar with various regulatory requirements including NISPOM, ICD 503, DFARS 7012, the NIST 800-53 and NIST 800-171 series, Curt specializes in interpreting regulatory and governance requirements for mapping to infrastructure, technologies, and executive presentation in the pursuit of secure digital transformation.
Prior to joining RAND, Curt worked with Northrop Grumman Corporation’s Information Technology organization to deliver information technology and cyber security solutions. While with Northrop Grumman he was responsible for the development of sensitive infrastructure platforms and had oversight of information security governance across the enterprise. His scope of responsibility included oversight, policy, and defensive operational procedures for cyber security protection as well as focus on strategic planning and tactical solutions delivery for sensitive infrastructure.
Earlier in his career, Curt worked for many years as a technical and business management consultant for various clients in the Los Angeles and San Francisco Bay areas. These experiences helped him mature into a hands-on visibly effective leader with the reputation of a business-driven strategist able to provide practical IT direction for the overall organization. Well versed in the technical characteristics of applications, hardware and networking he is a proven leader in driving technology transformation and applying technology in a mission-critical systems environment. A graduate of California Lutheran University, Curt earned a bachelor’s degree in Business Management with an emphasis on Information Technology. Curt currently makes his home in the Charleston metropolitan area of South Carolina.
